Govt Spokesperson Gospel Kazako justifies the appointment of retired officers as Principal Secretaries on the basis that they would train young people serving in various ministries. The Tonse Alliance govt has made appointments for Principal Secretaries
The regime has recalled Sandram Maweru who retired from public service some time back to serve as Secretary for Irrigation.
