Malawi Covid-19 cases up to 547 with six deaths

Malawi has registered 22 new Coronavirus (Covid-19) pandemic cases, bringing the number of infections to 547 as people continue to disregard government set strict prevention measures of the disease.
A statement from Presidential  Covid-19 Task Force and signed by its co-chairperson Dr. John Phuka on Sunday, June 14, 2020 says Malawi has registered three new recoveries and deaths now at six.
But Saturday statement says of the 32 new cases, eight are from Salima, five from Machinga, five from Mangochi and three from Lilongwe while Balaka, Nsanje and Ntcheu have registered two cases each while Mzimba south, Mzuzu nd Zomba have registered a case each.
“All these new cases are associated with travel history,” reads the statement.
Phuka says 16 more cases were identified during a screening exercise at Mwanza border between June 3 and 10.
He says out of these cases, 430 are imported infections and 86 are local transmissions while 13 are still under investigations.
As of Sunday, June 14, 2020, Phuka disclosed that 69 of the total cases have recovered bringing the number of active cases to 472 with six deaths.

MEC has a deficit of K8.7 billion on its budget

Malawi Electoral Commission (MEC) says it has a deficit of K8.7 billion to cater for the expenses of the fresh presidential election whose total budget is K38.3 billion.

Government allocated K29.6 billion towards the election in the 2020/2021 fiscal year budget which is less than the amount that is needed for MEC to run the process.

Speaking during a press briefing in Lilongwe on Saturday, new MEC Chairperson Chifundo Kachale said at first they had a budget of K34 billion but government has allocated K29.6 billion.

“After phase four of registration, we needed to go back to places where we did not finish the registration, as such, this increased our budget.

“Our wish is to approach everything professionally and we have trust in key stakeholders and also the people of Malawi,” said Kachale.

“That is why on the challenges that we have found on the ground, we have taken an initiative to engage the candidates to let them know of the challenges,” he added.

He further said MEC will go back to government and partners who may have supported the elections before, for more funding.

“We do not want to assume that there is no one who can support us and indeed when there are constraints that affect our work, we will seek appropriate interventions,” Kachale said.

During the presentation of the 2020/2021 budget in parliament on Friday, Minister of Finance and Economic Planning, Joseph Mwanamvekha said discussions with donors on the financing of the election have proved futile as most donors have expressed their inability to support the election.

“Notwithstanding the foregoing as well as the impact of COVID-19, Government is tirelessly looking for ways of mobilising the required resources,” said Mwanavekha.

Chief Justice cannot be forced to retire-Mwaungulu

Supreme Court of Appeal Judge, Justice Dunstain Mwaungulu, says Chief Justice Andrew Nyirenda cannot be forced to retire.
Mwaungulu was reacting to a press release by Secretary to the Government Lloyd Muhara who claimed that Nyirenda will go on leave pending retirement because the Chief Justice has accumulated more leave days than the remainder of his working days to retirement date. Muhara also claimed that the most senior Justice of Appeal will take over as Chief Justice in an acting capacity.
There were also reports that Justice of Appeal Edward Twea has also been asked to go on leave.
But Mwaungulu said nobody can be forced to retire on the basis of accumulated leave days.
“Judges can only act voluntarily. They can choose to forfeit the days – because the terms of service are that you are not paid for days left,” Mwaungulu wrote.
High Court Judge Dingiswayo Madise said the two justices – Nyirenda and Twea – have not reached mandatory retirement age of 65.
“They are going nowhere. Period,” he wrote.
Malawi24 understands that the tenure of Chief Justice Nyirenda and Justice Twea runs up to December 2021 and April 2021 respectively.

Chief Justice not going on leave – Judiciary

The Judiciary says Chief Justice Andrew Nyirenda will continue discharging his funtions in accordance with the Constitution.
Registrar of the High Court and Supreme Court of Appeal Agnes Patemba said this in a statement on Sunday. She was reacting to a public notice by Chief Secretary to the Government Lloyd Muhara who said Nyirenda has gone on leave pending retirement.
Muhara also sent a similar letter to Justice Edward Twea telling him to go on leave pending retirement.
Patemba said though the President is involved in the appointment of Judges, all other matters relating to welfare and discipline falls within the exclusive province of the Judiciary.
“After the appointment, the Executive is not involved in the internal affairs of the the Judiciary,” said Patemba.
On tenure of Judges, Patemba said the Constitution in Section 119 (6) states that Judges shall vacate office after attaining the age of 65.
She added that a Judge may be removed for incompetence or misbehaviour by a petition debated and passed in Parliament.
Patemba also noted that the accumulated leave days for Justice Twea and Chief Justice Nyirenda are less than the number of days mentioned in letters authored by Muhara.
“Over the years, the Chief Justice and the Justices of Appeal have accumulated less days because they have been prevented from proceeding on leave due to the exigiences of their office,” she said.
She then revealed that Chief Justice Nyirenda is expected to retire in December 2021 while Justice Twea will retire in June 2021.
Other Judges expected to retire by the end of 2021 are Justice Anthony Kamanga (September, 2020), Justice Jane Ansah (October, 2020), Justice Dunstain Mwaungulu (June, 2021), and Justice Chipeta (July, 2021).
Patemba said Justice Ansah already went on leave pending retirement while Justice Mwaungulu is stuck in the United Kingdom due to lockdown hence the remaining seven Justices of Appeal cannot go on leave since such a scenario will stall Supreme Court of Appeal business.
According to Patemba, a minimum of six Justices plus the Chief Justice are required to form a quorum in substantive matters before the Supreme Court.
She also noted that the Judiciary wrote the Ministry of Finance in February requesting funds for the appointment of four Supreme Court Justices of Appeal but the Ministry of Finance said there were no funds for the exercise.
Meanwhile, the Human Rights Defenders Coalition, the Malawi Law Society and the Magistrates Association have obtained an injunction against attempts by the Executive to fire the Chief Justice.

How to Apologize to Your Girlfriend?

Think about your apology and really get to the bottom of the problem. Anyone can say they are sorry, but not everyone can mean it and back it up with a solution. Be aware that your girlfriend might expect you to think about your actions and/or words for a while before apologizing to her. Before you issue your apology, have solid answers about:[1]
  • Why you did what you did, or said what you said, to upset her.
  • What aspect of your personality that comes from.
  • How you plan on fixing it so that neither you nor your girlfriend will have to go through the pain again.
Start off with a simple, blunt “I’m sorry. Don’t hem or haw, or try to apologize without actually saying “sorry.” Your girlfriend probably wants to hear those exact words, so be prepared to say them up front.[2]
If she asks you to leave, tell her you want to apologize. Tell her you really want to fix the problem and get your relationship back on track. Don’t yell or talk over her; you may frighten or upset her and make things worse.[3]
  • If she seems really upset and doesn’t want to handle your apology right now, leave. Ask her if you can give her a call in a couple days.

Burundi bans non-religious music in public

Burundi’s cabinet issued a statement after an extraordinary session to discuss the way forward in a post-Nkurunziza era. The statement signed by Prosper Ntahorwamiye, government spokesperson, addressed constitutional issues relative to transfer of executive authority.
It stated that the cabinet was seeking constitutional directives from the constitutional court arguing the need for the two vice-presidents to take interim charge till a substantive president is sworn into office.
In the other matters section of the release, government announced a suspension of all irreligious music in public places during the period of mourning for the former president. A seven-day national mourning was announced on June 9, a day after the death occured.
The government statement said music in bars, nightclubs and karaoke sessions were suspended. Mayor of the commercial capital, Bujumbura, Freddy Mbonimpa in a separate statement confirmed the ban but clarified that gospel music was allowed.
A position that governor of the capital, Gitega, Venant Manirambona also echoed. In Bujumbura leisure activities were suspended during the mourning period. Only wedding parties, funerals and mourning wakes are allowed, he said.

Man gets three years IHL for burglary and theft

Liwonde Senior Resident Magistrate’s Court on Thursday sentenced a 25-year- old man, Aaron Mussa, to three years imprisonment for burglary and theft which is contrary to section 309 and 278 of the penal code.
Police Prosecutor, Mwale Misheck told the court that on May 17 and 18 this year the convict broke into the house of Watson Kamwendo of Chibwana Village and a Mr. Sauzande from Kaumphawi Village and stole one DVD player, flash disk and radio cassette player all valued at K75,000 and one Samsung cellphone of K25,000, respectively.
Misheck told the court that on May 17, 2020, Mussa broke into the house of Kamwendo when he went to Mlomba Village to visit his wife.
The court also heard that on the following day in the afternoon, the convict broke into the house of a Mr. Sauzande when he went to the barbershop to have his hair trimmed.
“The stolen items were identified when the convict brought the battery of the stolen phone to charge at the barbershop where Sauzande recognized it to be of the stolen phone,” the court learnt.
He said Sauzande who confessed that he stole the phone and other missing items started running away when asked where he had taken the battery and was eventually arrested by Liwonde Police Station.
In his submission, Misheck asked the court to hand down a stiffer punishment that would serve as both a lesson to the convict and a warning to would-be offenders.
In mitigation, Mussa asked the court to exercise leniency when passing sentence, claiming that he has never been in conflict with the law and that he supports two children.
However, Liwonde Senior Resident Magistrate, Muhammad Chande said burglary and theft were serious offences which deserve a custodial sentence.
Chande, therefore, sentenced Mussa to 36 months imprisonment for burglary and 24 months for theft.
Kadzuwa hails from Chibwana Village in the area of Traditional Authority (TA) Liwonde in Machinga.

Ex-Mec chair, Anastasia Msosa, confident of new MEC

Former Malawi Electoral Commission (Mec) chairperson, Anastasia Msosa, who is credited for successfully presiding over the first election in democratic Malawi, has weighed in on the forthcoming court-ordered poll, saying it is possible for the exercise to be conducted on June 23.
Msosa said that the main challenge she sees is to do with the distribution of polling materials and that it is possible for the election to be held on June 23.
“I don’t want to speak on their behalf but it is possible because I want to believe that the commission has been preparing for this even before that commission was dissolved. The main challenge is to do with distribution of polling materials. If they can deal with that then it is possible,” she said.
The former Chief Justice and first female judge of the High Court said she is confident that the new Mec is working hard to have the election held as ordered by the courts.

Two LA Parents Died Of Covid-19, Leaving Behind 5 Children

A Los Angeles mom and dad died of the coronavirus just one day apart — leaving behind five underage kids, according to a new report.
Karina Bonilla, 38, died on Monday, and her 60-year-old husband Humberto Ruelas-Rivas passed away a day earlier, the New York Post reported.
They left behind five children, ages 2 to 17, as well as Ruelas-Rivas’ two adult daughters from a previous relationship.
“Within six days, I lost my father,” said Ruelas-Rivas’ daughter, Maria Ruelas, 35, of Downey. “And within eight hours, I lost my stepmother. And now I have five kids.”
Ruelas believes her stepmother contracted coronavirus from the fruit vendor she worked for, who showed symptoms but opted not to self-isolate.
“She went to work and in less than a week she started presenting symptoms,” Ruelas told the station. “She went home and then my father started getting sick.”
Ruelas said she could never say her last goodbyes to her father.
“Even though they’re deceased, the virus is still active in their bodies so you can’t touch the body,” she said. “I hope this story doesn’t repeat again. It’s devastating.”
Ruelas, who is now engaged, told the station she’s trying to gain legal custody of her siblings — and is “happy to do it in the memory of my father.”
She is also caring for her 30-year-old sister who is hospitalized with the coronavirus and suffered a stroke.
“It’s gonna be a struggle,” Ruelas added. “I don’t have children of my own and now I know maybe this is the reason why.”

Indian holy man who claimed he could perform 'Covid exorcisms' by kissing people's hands dies of coronavirus - having already infected 20 of his followers

A holy man in India who claimed he could perform coronavirus exorcisms by kissing people's hands has died from the killer bug - after infecting 20 of his followers.
The tantric man, from Ratlam in Madhya Pradesh, would kiss the hands of his devotees and told them it would rid their lives of problems.
He also claimed his 'kiss-cure' worked on coronavirus patients - despite the virus spreading through contagious droplets from the mouth or nose.
Health department officials said the man contracted coronavirus himself, testing positive for the killer bug on 3 June and dying just a day later.

They began contact tracing those who had been in contact with the man and took 40 swab samples to identify any further cases.
Twenty of those swabs returned a positive result, including from seven members of the man's family.

Swab collector Ruchika Chouhan warned people not to believed such dangerous claims, Times of India reported, amid a wave of new infections.
The health administration identified 29 more people involved in similar coronavirus 'exorcisms' and has since put them in quarantine.
India has so far seen 298,283 known cases of coronavirus and 8,498 deaths.
A surge in infections has swept across the country since lockdown measures were eased, with almost 10,000 new cases reported on Thursday.
Hospitals remain swamped with Covid-19 patients in the worst-hit cities of Mumbai, New Delhi and Chennai, and predictions that the infection rate will not peak before the end of next month.
